State Energy Database

DGS tracks the energy consumption and cost for all utility accounts paid in the State’s name. Launched in 2008, the State Energy Database is a comprehensive large-scale utility management system that includes over 1.9 million invoices for over 22,000 State utility accounts. Commodities tracked include electricity, natural gas, water, sewer, steam, chilled water, and fuel oil.  The database also tracks building attributes including build date, floor area, and primary use, among others. Within the United States, it is the largest and most comprehensive database that tracks State government utility data​.

The database provides access, accountability, and trackability for 52 State entities including all Executive Agencies and the University System of Maryland. It is accessible to the public in a limited version, and with additional detail to over 300 registered users with login privileges.

The State Energy Database supports energy efficiency initiatives and Energy Performance Contracts, energy reduction reporting, deregulated energy procurement, energy planning, and utility bill analysis.

The database also serves a critical function in the State’s compliance with Governor Hogan’s Executive Order on energy efficiency in State buildings. It is used to confirm data with agencies, create baselines of usage, track progress towards the goals, and develop reports.

Help Stop Fraud in State Government

The Maryland General Assembly’s Office of Legislative Audits operates a toll-free fraud hotline to receive allegations of fraud and/or abuse of State government resources. Information reported to the hotline in the past has helped to eliminate certain fraudulent activities and protect State resources.
