Eric T. Lomboy is a procurement professional dedicated to ensuring that procurement in the State of Maryland is as efficient, transparent and accessible to our business partners as possible while maintaining a focus on integrity, honesty and excellent customer service.
As Assistant Secretary for Procurement and Logistics the following departments will report to Mr. Lomboy: Procurement, Business Programs, Management Support and Board of Public Works, and Records Management. Mr. Lomboy will also oversee the professional DGS procurement staff who perform specialized contracting, bid/proposal administration, and bid security for all State government users except the Maryland Department of Transportation and the University System of Maryland.
Mr. Lomboy previously served as Director, Office of Procurement and Contract Management at the Maryland Department of Transportation’s State Highway Administration (MDOT SHA). During his time at MDOT SHA Mr. Lomboy oversaw the expansion and reorganization of the office to better meet the needs of the department. Mr. Lomboy also played a role in assisting Governor Larry Hogan’s Commission to Modernize Procurement’s Efficiencies Workgroup as part of the Technology subgroup.
Prior to working for the State of Maryland, Mr. Lomboy worked for the City of Baltimore’s Health Department where he was the Director of the office that oversaw lead paint abatement throughout the city. In this role, Mr. Lomboy was able to dramatically increase the number of lead-safe affordable housing properties, secure $6.5 million in additional funding to expand the City’s program, and develop public-private partnerships that resulted in an additional $6 million for the production of lead-safe affordable housing units in the City of Baltimore.
Mr. Lomboy earned a B.A. in Government and Public Policy and a Juris Doctor from the University of Baltimore.
