Executive Staff

Luis Luna administers the division responsible for 60 state buildings containing over 6 million square feet of office space, along with some 75 acres of parking and over 100 acres of grounds. This work includes providing heating and cooling, housekeeping, plumbing, electrical, carpentry, landscaping and general maintenance services. He oversees 203 employees (almost a third of the department’s total workforce) and $55 million a year (over half its annual operating budget)

Prior to this assignment, Governor Hogan named Mr. Luna to head the Governor’s Office of Performance Improvement, where he was tasked with developing process improvement strategies to make state government more efficient and responsive to taxpayers. The Governor also named him co-chair of the Governor’s Customer Service Initiative to foster customer service improvements across state agencies.

Previously, Mr. Luna was a senior-level manager and policy advisor at the U.S. Environmental Protection Agency, Department of Agriculture and Consumer Product Safety Commission during two presidential administrations. At EPA, he was unanimously confirmed by the U.S. Senate to head its Office of Administration and Resources Management, where he oversaw personnel, grants, contracts and facilities. He led initiatives that saved taxpayers $134 million over eight years on computer support, $417 million a year on office space rent, and 43 billion Btus a year through green energy projects.

Mr. Luna earned a Bachelor of Arts in Government from the University of Maryland, College Park, and a Juris Doctorate from Georgetown University in Washington, D.C. He is also a graduate of the inaugural class of Leadership Maryland.
